No. QCA use the phrase for a suite of developments in science education for all abilities across several key stages, aimed to bring science education in England up-to-date. Publishers (other than ours, OUP) and inset providers may use the phrase for their own purposes. If they use the phrase, you will need to ask exactly what they mean.
